I never really got the story. Is Michael supposed to be creeping around with Billie Jean and an investigator is after him but he can never catch him? Can someone clarifiy it for me

He did? Well on Wikipedia, it says the Billie Jean is about an investigator trying go after him so basically the media is strying to figure out how many groupies is probably after or just to dip up dirt like they always do... Michael was clever!
