This is 25 FPS clip with great quality! The police chase scene from the movie "The Driver" from 1978. It's a great movie and so is Gone In Sixty Seconds (1974). Also you may like Bullitt from 1968/1969.
The getaway car is 1973 Ford Galaxie 500
The police cars are 1974-1975 Plymouth Furys

Why wouldn't the police just hit him at the end if they were going to crash anyway?

it's called fear dude. They didn't knew they would crash. A better strategy would be to slow down to have more time to shoot and to shoot preciselly.

I looked up "The Driver" on IMDB. The film was originally written for Steve McQueen but by 1978 McQueen was heavily over-weight and facially haggard. McQueen died in 1980.
The leading role played by Ryan O'Neal only has 350 words throughout the whole film. Not one character in this film has a name, they are all addressed by their occupation; e.g. "the Driver".
The Driver was originally 120 minutes but it was cut down to only 90 minutes omitting more chase scenes and character development.

It's a choice between hitting a dumpster or a high-speed car.
