How it's made:
Electricity is a mesh of squiggly lines. I made a plane and deleted 2 vertices to get just a line, and then extruded it in a random form about 8 vertices out. I used Fractal subdivide to subdivide and give it a random shape. I applied a cloud texture to it with high noise and used "Noise" to "upset" the vertices in to a more random position. I applied another cloud texture with a lower noise level and set 2 displace modifiers to the squiggly mesh, and set both of the could textures to each displace mod. (1 texture each disp mod). I made 2 empties and also used those as texture coordinates for the 2 displace mods. Animated the empties and set them to extrapolinear.
For the material I used full Red and disabled the previously added textures which were only used for the disp mod. I set the material to wire and the emit to 2. Composites next up!
This is difficult to explain as you'd imagine, so I will post the blend file here shortly so you can view the composite nodes. The only reason the electricity isn't red is because I used a HSV node to change it to cyan-ish.
