It's called a ticket pocket. Traditionally it was found almost exclusively on country suits, and it still is a quintessentially English thing to do. Now it's being found on more business suits and coats. It originated with British businessmen keeping their train tickets in an easy-access place.

Good for people who have to be outdoor a lot, like in the subway, or waiting for the bus. If you drive to your workplace and it takes you less than 5 mins to get into the office building, I think that camel coat is unnecessary.
