Janice Litman is meant to portray the stereotypical Jewish woman originating from Brooklyn, New York. They are typically very loud and dramatic, and their accent is heavily influenced by Yiddish. Believe it or not, but there are actually a lot of people in New York who do genuinely speak like Janice Litman, especially when you go to Jewish neighborhoods.

Exactly. There's many more actors/actresses whose characters sound totally different. Examples: Megan Mullally, Karen from Will & Grace. Melissa Rauch, Bernadette from The Big Bang Theory.

You say that, but most actors keep their actual voice unless the role requires a change (such as this time). Having never seen any of her work prior to Janice, how was I to know? Have a bit of respect, yes?
This girl obviously doesn't understand the concept of actors. That is why we call them actors, it's because they can convincingly play a character part and look and sound different for that part!!!!!
Btw the accent is Scottish
