suffering from paranoid delusions(which are believed pathological-result of an illness- which the song suggests they share, so perhaps Doof inheirited it from one of his parents?). Doof-1, as a result of his trauma, is much more needy(see him smoozing up to Doof-2, the other fighting him off in annoyance), concerned for other's opinions(Doof-1 protested his vending machine theory was an actual threat, the other is ticked by this), and suffers from abandonment issues(the potted plant incident)...

I think I've realized why Doof-2 is the greater villain of the two. With all his various childhood-derived psychological disorders... parents preferred his younger brother and the dog, had to wear dresses for a year because his parents wanted a girl, heck at one point his family disowned him and he was being raised by ocelots... in all honesty Doof-1 would quite logically be less effective as his schemes seem to be more a cry for attention than anything else, while Doof-2 is simply a sociopath.
