its called an "innuendo" that has a literal meaning, and also an implied meaning (basically insulted Obama by calling him a nigger). while niggardly IS a word, it is sparsely used in the english language, and do you honestly believe that if Obama was white, they would be labeling him as "niggardly," lol. name one other person of MODERN times that has been called that if you want to counter my statement
