Today, Congressman Lloyd Doggetts cap-and-trade bill was a focus of a full Ways and Means Committee hearing on global warming. In June, Congressman Doggett introduced the Climate MATTERS Act (H.R. 6316), a bill to create a cap-and-trade system designed to reduce greenhouse gas pollution. H.R. 6316 is the first cap-and-trade legislation to receive primary referral to the Ways and Means Committee. The bill would create a Treasury Department-administered auction of emission allowances, which can be traded on the free market to set a cost on pollution.
