@HRCZEPaNic you have to set the light to cast shadows too, under the triangle drop down in light options. hope it helps.

i made my light the same position as the camera and parented the light to the camera, so its as if the camera is casting light. the effect of this is the shadow on the wall moves. but it dousnt really look like a street wall and a fixed light anymore

I had the same problem as a few of you (not being able to cast a shadow)
to fix this I made the light cast shadows and then select the text and pull the blue thing towards the light. that's what i did. i hope that can help you.

@HRCZEPaNic Same problem, but I figured out the cause. Its because when you create the light, you have to check the box that says "casts shadows". I think he forgot to mention that!

@Ticaw How do we find out if it's 3D or not? When I right click it, 3D Layer is checked but i still cant get the shadow to drop, it just moves the original text. Please reply.
When i go to blur & sharpen i don't have cc radial blur what do i do to fix this?
