The beat has to be made entirely with a single synthesizer and the vocals have to consist of a flat voice covered up with immense auto-tune. If you make it worse (or better, in the eyes of all of these amateur hit-list DJ's and the musically uneducated people they play the "music" for) than the last person to make number one, get ready for some serious cash.
