No, it is not. It is creation of perceived sound within the brain, without triggering of the ears themselves, or creation of any perceivable sound waves outside of the subject. In essence, it generates the same electrical impulses that the ear mechanism generates when impacted by physical sound waves, which we perceive as sound, but it generates the electrical signals outside the body, bypassing the ears.

There is a scripture in the bible that says something to this effect, "And He(God) will send them strong delusion so that they believe the lie, those who worship the beast and receive the number(666) of his name. HAARP is nothing more than one of the weapons of God's arsenal to be unleashed during the time of His wrath, upon the people of His wrath.

HAARP could be used for anything. I mean, who knows what it's really used for. Maybe some of it is used for a weapon on enemies, or against UFOs, or just to mess with all of Humanity. No one really knows unless they find footage or someone from the inner workings comes clean.
