ps. what do you use to paint the tails ?? do you use sone waterproof sprai ??

The tails are all painted with silicone. The silicone tail and the paint are both the same so they stick to each other. The silicone is thinned with a special solvent for painting and then colored with pigments that are all silicone-based. The end result is paint that never comes off. This is better for Chlorine water and seawater because the silicone isn't going to rot like most fabrics or rubbers will.

i want to make a tail, how much does it cost to make a tail like this, and were would i get the supplies needed, and what supplies do i need, sorry i may have made this question a little confusing, but can you please help me.

These guys have instructional videos and they also sell material. They show in videos how to make molds and work with the materials and chemicals (not so fun if you don't like to get dirty) but this is the background nature of this kind of work.
