He is singing about the horses running fast as his life.. That his life is running like wild horses because he never got a moment to breath! Everytime,everyday concerts. Most of the people here do not understand it. Such people rarely get borned on our evil world. RIP vladimir vysotsky we all will never forget you.

@meishern Your are somewhat right, but what you forgot to mention is that he is signing about his life in Communist Russia, and the political oppression to the people during this era. There were many fantastic writers, actors, musicians, artists but you rarely hear of them from those days because individuality was not accepted. The 'sharp whip' is the strict state and the horse and it's rider is symbolic to the people.
