I don't really see him tipping his hat...

However, the pointing is a behavior learned in training. The trains of JR West (and most trains outside of Tokyo) do not use cab signaled speed information, rather they use track side signals. His pointing is part of the confirmation behavior they learn when they have looked as far down the track as they can to see the signals and have confirmed what it indicates. Many operators will call out what it says. Most often, 進行!!

Well, he does point with regularity, which certainly is a good thing. I've never ween a train video before, so this was definitely interesting to watch.
