horses starving/neglected

This little filly, even though she's not emaciated, still needs good groceries. She's hungry, so she's trying to eat pieces of tarp that have been ripped off where they have it covering the barn. I tried to take it from her, but I couldn't get it from her. This is one of a few horses that were in somewhat better condition than the others.I shot this video in Virginia, IL and the man who owns these animals has been turned in before on numerous occasions, but never prosecuted. Last year there was a complaint, but no legal action was taken.

Why?? Ask the State's Attny why this man wasn't prosecuted the last time he was turned in. He has been turned in again and hopefully, pending investigation and providing the State's Attny will prosecute him this time, maybe these horse can have justice and not suffer a horrible, lingering death.

Poor horses. They try so hard to please us, let us ride us, learn tricks, and they get treated like this in return?
