Actually neither ',' nor '.' is global standard (e.g. in science) as delimiter after every third digit.
Instead you should use a small whitespace (about 1/3 to 1/2 of the length of a regular whitespace) or, if you really need a character, use the '-char.
So you can use '.' and/or ',' as delimiter for the decimal part, just as you like it.
