It's a pseudo-documentary about the Nazis gaining possession of and attempting to use the Necronomicon, a fictional magic tome that features in the stories of H. P. Lovecraft. The film quality is bad to simulate Nazi archival footage that has deteriorated over decades. The end shows a man casting a spell from the Necronomicon that goes wrong and kills him. The film is in English because the makers spoke English, and it has German as well in order to simulate realistically Nazi documentation.

I believe you're thinking of Experiment 18, the sequel to this film. It's longer and contains some brief footage from its predecessor. Both are available in volume two of the H. P. Lovecraft Collection.
