ok i've watched this thing maybe 30 ntimes but can't figure out which float broke down. i'm GUESSING it was the present w/ the lights on it since the tow is in front of it

The Tugs (the tractor) is placed at a specific point in the parade route so it is available for the ENTIRE route....think of it this way.....
That Tug has to travel it's way through the ENTIRE parade route to the point where the float is...PLUS...the Tug is driving through areas where performers are...not to mention guests...they can't exactly drive at top speeds.......

why didn't they bring in the tractor and tow the float when it stopped that was a mighty long delay

He/She probably just visits there a lot.
I do too. They just reworked the Liberty Square Bridge. Spectro had to make some tight squeezes.
