that guy is a douche bag he came out to northwest anex in n.c. to do some "sniper shots" it took 7 rounds for him to hit the target on the show he said he did it in one

Yup, there is a microchip in the round that is designed to be strong by following the line of the bullets tradjectory. The chip has a sensor in it that counts the amount of revolutions the bullet has made. If they laze the target it will come up with a mathmatical algorythm that determines how many revolutions that bullet will have to make before it should detonate. It's impressive technology, but as the accuracy could vary at range it's not as good as it could be yet.

the round does air burst because after the calculations are made i.e. distance windage etc. the fuse will be automatically set according to those calculations and thus the round can explode mid-air. no huge technology is really needed.
