you get it by going back to sasa sanctuary and talk to mr. bamboo and kaguya to start a digging quest that gives you the fire tablet. i also obtain it in episode 74 if it matters.

Oh I get it now! The real Rao wore blue beads which you can see when you see the ghost of Rao and the ninetails Rao wore read ones. I never noticed that before!

[spoilers] I don't understand your backwards logic. All the facts are revealed. The only Rao that Okami interacted with, was the Ninetails Rao. The real Rao was dead before Okami came to Ryoshima.

And how says yandmforever when they go to the secret passage that there is a water well or since should write there is a tunnel after which they jump, these bones and clothes are of Rao
