I'm little bit into the music and I know C# has not been always 432hz. Some older instruments like harpsichord for example, have been under-tuned. It means A1 which is 440hz today has been tuned lower somewhere around 415hz or even lower frequencies.

Does it mean Earth and human heart chakra have not always vibrated in 432hz?

your references are wrong, I did not find any C sharp that represents 423hz. the deceivers always have to pose as saviors and helpers, the whole method of disinformation is taking a lot of truth and making you do stupid things about it, like all ideology that ever existed.
