You tube video speed settings

Looks like You tube videos now give you the option of speeding up or slowing down the video. this feature worked pretty well and added some humor to a video i checked where my talking was kinda slow in the original video. things sounded kind of trippy but slowing the video showed a bug initially but then worked too. the settings I saw were 2x double speed, 1.5x normal speed, 1/2 speed and 1/4 speed. the slow speeds were buggy initially. Im running a chrome browser.

So, far I have come across 4 or 5 youtube videos that have this speed feature. Every single one does not work for me. I see nothing but black. I can hear the audio, but I can't see the video. I also cannot download the video using my preferred method of downloading videos. Why does this feature exist? Why is it only on certain videos? Why does it not work for me? I am using Safari.
