Even during the peak of the housing and credit bubble, when it was easy to obtain a loan, parts of America's productive economy had trouble financing new enterprise start-ups, business expansion, and infrastructure development. Hence, America needs new targeted institutions to finance what Wall Street won't.

The panel discussed this financing gap and the launch of the Heartland Development Bank, a publicly and privately funded institution intended to meet the Heartland's funding needs and grow the productive economy.
