The man's name is Frankie Shum. He is a real-life, handicapped martial arts star of Asian cinema. He made a handful of films, then just dropped out of sight. I think he's absolutely amazing. The same admiration is held for his co-star Jackie Conn, the "legless" martial artist in this clip.
This clip comes from the public domain film, "The Crippled Masters" (1979). It is not, I repeat NOT, made as an insult to handicapped people. Instead, it features two real-life handicapped martial artists who team up to battle an evil gangster. This movie proves, without a doubt, that you can have very severe handicaps and still be extremely useful. It is a must-see for anyone who loves action films, even if you think you don't like foreign films. The martial arts stuntwork is incredible!
In this clip, Frankie Shum exacts revenge on an aggressor who earlier gave him grief when he first lost his arms. Jackie Conn, Shum's "legless" buddy, joins in the fight. A perfectly-abled martial arts master who later befriends the duo also enters the fray.
