Well, I don't think it's a concern about food. You can see him licking at one of the flowers in the back at 0:30 to 0:37. I really think he's in his 'teenager' stage, just wanting attention. I think Phoebe wouldn't have minded so much if he hadn't been such a bother to begin with (poking and harassing mom with his beak, landing on the nest).

I dunno. Seemed to me that Phoebe wasn't feeding Scout much before he fledged as it was. When she did feed him, it was always for a very short while and she flew off. With Haruka and Kouki she fed both twice each feeding and often. Something just doesn't seem right to me regarding Phoebe and Scout. Hasn't all along. Poor scout looks thinner than when he fledged.

@BoltManiac He's fine. I saw him fed plenty before and after fledge. He should be starting to feed himself pretty well now too.
