Can I bolt the shoulder straps to where the seat bolts into the floor? Or do I need a bar behind the seat to wrap it around

you can reuse your factory seat belt in most applications. if you want to use a harness, you will need proper mounting points.

I live in California, would they allow me to replace my seats in my s10 with those and take off the factory seat belt and use the 4 point harness?

You can reuse your seat belts or use the harnesses. You will need to make some attaching points for the harnesses (usually attached to a roll cage).
