You can make calls with it yes - I was using it as a normal phone but now it sits on display as I have a cordless one now (unfortunatley not a Disney one!)
How long ago were these things made? Does the sound and anamation system use batteries or does it need to be plugged in? What other features does it have?
Not sure how old it is - not that old I dont think. It takes 4 D batteries for the animation and the sound, no other power required, thats all the animations it has - the animations come on when the phone rings. It works just as any normal phone
Is the voice on a mini-record in the base of the phone, or is it electronic?

Bought it from an antique fayre - saw it and fell in love with it (can't blame me for doing so really!)
