You could say it is that. It's different from the more common martial arts in that they look at your overall skill in relation to how they feel someone of the rank they're testing for should perform, instead of just looking for a specific set of moves.
Expectations change as you go up in rank, but they tend to look at form, spirit and ability to remain in control of yourself and the match (that last one is more of a higher level thing).

I guess Im asking if the test is a general , "How does he look?" type of thing...
Or is there something that must be done?
