The final resolution of this video is 960x720(4:3). But mastered source is upscaled to 1280x960(4:3) because &fmt=22 mode cannot accept 960x720 source as 720p.
The factor is horizontal resolution(1280), not vertical(720) resolution, maybe.

최종 해상도는 960x720(4:3)이지만 960x720 해상도는 &fmt=22 적용이 되지 않으며, 소스를 인코딩할때부터 1280x960으로 만들어 올리면 &fmt=22 모드가 제대로 적용됨. 아마도 세로 해상도(720)가 아닌 가로 해상도(1280)로 영상을 판별하는 것이 아닐까 생각됨.

960x720(アス比4:3)の動画はつべにうｐしても&fmt=22モードにならないため、ソースを1280x960(同じくアス比4:3)にする必要がある。おそら­く高解像度モードを決めるのは縦の解像度(720)ではなく、横の解像度(1280)じゃないかと。
「720p」(D4)って言葉に一度騙されたorz
