If he seems to be staying towards the right of the tank, it's probably because of the strong current from the filter. Making a baffle from a water bottle can drastically reduce the current in the water!

@Mistofknowledge Thanks for the props!! The filter's corrent was clearly was keeping him on the right side. I decided to only run the filter for a few hours a day, so he gets to spend most of his time in a perfecty stillwater tank. He's been very active with it being both on or off. So far, so good!
