i think the video title speaks for itself. Please keep record of needed repairs resulting in landlord neglect. If landlords fail to make the proper repairs, write your landlord(s) a letter describing what needs to be fixed while giving him, her or them reasonable time to make the repairs. Reasonable time should depend primarily on the amplitude or frequency of the problem. If landlords fail to make the repairs within the time given, explain to him, her or them - in letter - that you will acquire alternative means of repair and either deduct it from the rent payment or withhold rent payment in an escrow account until the repairs are completed. The latter should be utilized dependent on the amplitude and or frequency of the problem. In other words, if a repair can wait a while without it affecting an individual's health, privacy, security, etc., it might be best to deposit the monthly rent payment in an escrow account. Hope this helps tenants who are having legal conflict with their landlords. And before i forget, get a housing inspection in order to determine problem areas that may arise later in your occupancy.
