In an astonishing revelation, Los Angeles Department of Water and Power General Manager David Nahai casually disclosed he has a secret deal with IBEW unon boss Brian D'Arcy that guarantees that 40 percent of the solar and other renewable energy generated will be owned by the city utility as it strives to meet demands for 20 percent renewables by 2010. The disclosure came on March 17, 2009 under questioning by DWP Commission President Lee Alpert who was trying to penetrate the double-talk about where the utility is at in meeting the goal.
