It was a legitimate concern. Anyone who claims to believe that a foreign head of state is infallible should be disqualified to hold any public office in the US. Kennedy was Catholic, and one of the tenets of that faith is that a foreign head of state is infallible. That's not the case with Jews, or Quakers, etc. I want to know anyone running for president puts the US constitution, and his oath to it, above all else.
