We can't have rebellion everywhere in the world ... Azerbaijan was a Shia dominated USSR state, did you ever heard Iran helping rebellion there? Do you know the exact conditions of Mesaaq-e-Madina?
In the world of power politics ... Muslim States can't always help Muslim rebellion everywhere, Esp strategic partners. For the West ... it would be ideal to expose China to "Jihad" !
But China has always used the Iron hand ... be it Tinamen Square or Sinkyang.
