How to cook Shepherds Pie

Shepherds Pie Quick and Easy Recipe:
* 2 lbs of frozen vegetables (We used store brand mixed vegetables with carrots, peas, green beans, and corn)
* 10 oz. of instant potatoes (We used 3 pouches of Betty Crocker roasted garlic instant potatoes follow directions on the box)
* 2 lbs of hamburger meat
* 2/3 cup of flour
* 16 oz. Velveeta cheese (in a box)
* Salt, pepper, and garlic to taste (tablespoon of each in our version)
* 2 pealed and chopped onions (medium sized)
* 2 ½ cups of water (more if needed)
* Bake at 350 for 18 minutes (or until golden brown)

And if i wanna use ordinary potatoes, they have to be cooked a and mashed? ha i've never come across powder potatoes.

@justynamaj9 It's best if you do use real (fresh) potatoes, not the dried flakes. I use them because they are quick and easy. They do need to be mashed.

DEFINITELY would recommend regular potatoes, and real cheddar cheese instead of the Velveeta cheese.

what kind of meat is it? is it minced chicken or beef?

the only thing i do different is i start my onions and fresh garlic first saute then add meat and i add a bit of tomato paste then everything else is pretty much just like you do good cooking
