I am pretty sure Vista Home Basic does not have the snipping tool.. You cannot add it in...but you can download a diiferent free program. what about JING or BO SHOT or use the Windows built in one by pressing the print screen button.

If you have Windows Vista but you do not have the snipping tool then you must have Windows Vista Home Basic version.
