btw smart one i have the phone and i have put in peices before the sensor is where you first touched the reason its not disabling is because phone line open (no call), the second thing is the reason why it disables when you touch the top is because the iphone although it has multi touch capabilities it does not apply them to everything soo when you touch 2 places wile running somthing things on it, it will not do anything (when you touch the top of the screen and else in dialer it gets confused
The proximity sensor doesn't do anything while you are dialing numbers. The sensor only works once the number has been dialed, and sent. The purpose of the sensor is to detect when you have the phone placed up to your ear. Once it senses that the phone is up against your ear the sensor makes the iPhone turn off the screens' display. This conserves battery power. It's another brilliant feature of the iPhone.
