Settlement over weeks, even months, occurs and these need to be monitored and sealed. Many craters retain equipment to allow remote monitoring of each site. It is unfeasible to have a man on the ground at each and every site, every day.

I'm not even sure myself. speculation says tests were done to determine something relating to something. I doubt ufos were involved but who knows right? Energy producing purposes are not likely due to the high costs of these tests. But as I said who knows.
