I was there at ground level... it was an insane throw. What you can't see in the video is that they had to reconstruct the landing area in preparation to accommodate this throw.

The rule is actually to exit the back half of the ring "under control" after your implement has landed, it doesn't state anything about stopping all motion

They say under control, not motionless. He walked out backwards, he walked fine. Under control means not falling out of the back or something of the sort.
