it means promotional. Promo cards can't be found in packs because they are given out to promote the packs. They aren't as valuable to collectors because there are more of them so they aren't worth as much. But if you play the game they're helpful because you can much more easily by a tin with the card you need as the promo then hope to get the real non-promo out of a booster pack. Hope that helped.
