We are too far behind the curve on CO2 industry, China could set this up for half the cost and have it making a profit in a year.
It is a good idea but i'm sorry we have left it too late to get involved in the market. Also what kind of wages are we talking about here?
You say earners of up to 10k can keep what they make, Yet what is the point of charging tax on say jobs like this if they are only earning 15k?
Are you going to make green jobs pay more than the army & construction? doubt it.

It's protectionism to protect jobs in already established industries that would not otherwise be competitive in the world. That is a waste of money.
It's not protectionism to invest in not-yet-existing industries, particularly if this would be to achieve important aims that the current market cannot achieve, such as cutting CO2.
The state should rightly create the framework for nascent industries to start to grow. It should not prop up already-grown industries.
