@tray2022 they're performing the revised lyrics. Here, the Arbiter scene comes before the first chess match. In the original album (Broadway version) it's at the beginning of the second act, which calls for some lyric changes.

I've just found this video and I am appalled at peoples comments! A female arbiter is not a problem, there is nothing in the script that says it has to be a man, he can be changed to she! The vocals aren't bad I just have a feeling she is mezzo sop (I may be wrong) meaning the song is difficult to sing in her lower register. The choreography was good a few to many lifts but still! The only problem with this is the sound team and the ensemble could be tighter vocally.

What are the lyrics for the second verse? I couldn't quite make them out, but they were different from the album...

The Arbiter WAS in the Broadway production...just not included on the RCA Broadway Album.
