@AlbertInSanAntonio.....Well actually should the President not receive pre-authorized consent from congress or a formal declaration of war along similar lines of approval, he may commit military resources/action to a conflict pending he notifies congress within 48 hrs and doesn't last longer than 60 days followed by a 30 withdraw period...not to mention the War powers act allows him to bypass congress should it be seen that resources/bases/interests may under any threat or destabilization....
