the timer keeps everything moving thus letting the coolant move around the parts which will have a much greater effect on cooling. Also it stops coolants and oils burning on the hot parts. There's more to it than that but i suggest you go on wikipedia or some other information source to find out.

wats the diff with just turning off the car and let the turbo cool and using a turbo timer?

It stops in not waiting that the turbo cools. The turbo to timer wait for in and we go even so, and thus we increase the time of life of the turbo.

a question. the turbo timer leaves Aunt ignition few seconds to lose tempreratura of turbo?

yes,you programe the time you wich in the turbo timer for the temperature of the turbo going down.
