@dogeboy13 its Cellweller: "so sorry to say". But if your looking for that exact voice saying it you will be disappointed since I'm pretty sure that it's a manipulation of the sound through effects (which proves that this guy is quite good a what he does). I could be wrong but those exact lyrics are in the song.
