Answer: NO, they can't.

The way this is accomplished is by understanding how to attack defects in procedure; defects are rampant in nearly ALL traffic tickets (and even most forms of arrest; on that note, remind me to cover the requirements of a warrant at some point, and I'll be sure to get everyone up to speed on what's involved with that).
