Can you use regular flour rather than brown rice flour?

Regular(wheat) flour produces very sticky, clumpy substrate. Not recommended.
A feasible alternative to rice flour is (self ground) millet or millet based birdseed, or as a last resort, rye flour.

pretty sure you can steam it with a pot of boiling water too
but since many bacteria do not die from just boiling water yohu could risk contamination
