1. It takes a lot of time and money to actually do DNA testing on multiple condoms, and no police force in the world is going to waste that money over prostitution when they got bigger crimes to focus on.
2. Just because there are condoms back there doesn't necessarily mean it's the result of a hooker and a john doing business. Maybe there is a young teen couple hiding out there from their parents. It's still illegal to have sex in public, but you gotta go back to point 1.

Not to make light of the situation, but maybe they need to make it legal and tax. After all they're excuse is they don't have the funds to hire more man power to do this. So legalize and tax it so the law inforcement can do their job.Great job to bad the cops are not dedicated like you are.

The problem is that legalization will not take the hooker off the street. You need look no further than Nevada. Even thought they have legalized prostitution, the state still ranks in the top 10 for prostitution arrests. Why? Because obeying the law is not exactly a priority for prostitutes.
