You need to finish your pull from the floor.You obviously know how to hang clean; the position you start the hang clean from is called the power position.You need to raise from the floor to the power position and as soon as you hit that point explode with the vertical shrug.
The bar should go up, not out. Start your shrug later. If you watch this in slow motion you are off balance when you shrug because your center of gravity is still forward because you are not getting to the power position.

take video from the side....this way we can judge your triple extension (here we can't see your heel extension if any...also how low are your hip, and are your shoulders over the bar...etc)

I think it's pretty clean - way to go :) I am not an expert but have been learning to power clean before I could to do squats.
