This is one of six horses seized by Animal Control in Skagit County, Washington on March 3, 2010. This particular horse is severely underweight, eight months pregnant and has rain rot on her back in addition to a condition called Stringhalt, which causes her hind legs to "pop" up when she walks. The condition is not often curable but thankfully not painful.
People Helping Horses is a 501 (c) 3 located in Arlington, WA committed to improving the horse to human relationship through Therapeutic Riding, rescue/rehabilitation and adoption services, and community outreach. www.peoplehelpinghorses.org
TBH, this looks more like Fibrotic Myopathy, which is commonly confused with stringhalt. The action is slightly different (if you search for some videos on both, you'll see what i mean). I hope she's doing okay - keep up the good work.xx
